DEFINITION:

The purpose of this job within the organization is to implement and maintain Information Technology (IT) solutions, provide business analysis, and technical support for Human Resources and Finance Departments. This job works under administrative supervision, developing and implementing programs within organizational policies and reports major activities to management. This position supports the functions and responsibilities of the Application supervisor and works under their supervision.

ESSENTIAL FUNCTIONS (Not all inclusive):

Performs analysis, modifications, and daily functional support of the Human Resources and Finance Tyler applications that are of a high level of complexity and business impact under general supervision. Works well with others; proactively gathers established business rules and user requirements; interprets and translates user needs into a technical design. Ensures that developed and purchased applications properly function to meet business needs across the organization. Acts as a liaison to the Human Resources and Finance Departments, focused on optimizing workflows in accordance with established methodologies and best practices. Identifies and documents business needs and translates those needs into potential technology solutions, and assist with the testing and implementation of the developed solutions in a fast-paced team-oriented environment. Identifies tools to increase efficiency in day-to-day activities. Fulfils the role of Subject Matter Expert (SME) in major upgrades and patches to City wide Enterprise Resource Applications used by Human Resources and Finance departments. Fulfils the role of Project Manager and SME in implementations; integrations and enhancements for Human Resources and Finance Enterprise Resource Applications. Assists in the identification, evaluation, tailoring, and implementation of vendor-supplied software packages. Prepares documentation for use by IT staff and end users; consults with users to define and analyze application modifications; provides training and assistance to end users. Performs complex system analysis and programming in appropriate languages for batch and on-line systems. Troubleshoots complex client/server issues; conducts maintenance, backup, repair, and tune compressions of application databases and operating systems. Designs, writes, and tests new programs, scripts and database systems. Acts as a liaison between users and software/hardware vendors regarding problems and other inquiries. Collects various statistical data for production of reports and presentations. Creates project plans and task lists. Manages tasks completion, and performs project plan updates. Performs related technical duties such as responding to inquiries at help desk, transmitting/receiving data files, and training end users on specific applications. Performs off-hour support in relation to the job functions.


MINIMUM QUALIFICATIONS:

Bachelor's Degree in Computer Science, Information Systems or closely related field; supplemented by a minimum of three (3) years of IT experience supporting Enterprise Resource Planning (ERP) applications in a municipal setting. An equivalent combination of education, related training and experience may be considered.

LICENSES/CERTIFICATIONS:

Requires a driver's license valid in the State of Florida.
