DEFINITIONThe purpose of this job/class within the organization is to review project activities and progress and to evaluate adherence to contract requirements, plans and specifications. This job/class works independently, under limited supervision, reporting major activities through periodic meetings.
ESSENTIAL FUNCTIONS (Not all inclusive):  Reviews all submittals for the City for environmental, residential, and commercial developments and City projects. Creates and manages reports, permits, plans review, research, and grant preparation. Conducts site inspection for all projects and development sites. Reviews Requests for Information and Requests for Quotes and makes recommendation of award for submitted bids/quotes. Assist public with code case complaints, questions, and concerns, utility questions, and permit questions. Conducts wetland and wetland buffer reviews to ensure compliance and safety. Attends and coordinates meetings with staff, agencies, and contractors.  Manages road resurfacing contract and City storm water, ditch, and pond spraying program. 
MINIMUM QUALIFICATIONS: Requires a Bachelor's Degree in Civil Engineering, Environmental Science or closely related field. Requires four years' experience in residential or commercial development plan reviews, building inspection, code compliance or closely related experience.

LICENSES/CERTIFICATIONS:  Requires FEMA ISC Certifications and FEMA Professional Development Certifications.  LAP certification preferred.
