DEFINITION: The purpose of this job/class within the organization is to coordinate the implementation, tracking, and reporting on the city's Stormwater Management Program. This job/class works independently, under limited supervision, reporting major activities through periodic meetings.

ESSENTIAL FUNCTIONS (Not all inclusive): Implements BMPs including Public Awareness, Public Participation, Illicit Discharge Detection and Elimination, Construction Site Runoff Control, and Municipal Housekeeping. Develops methods to implement, track, and report progress toward SWMP measurable goals and BMAP in more efficient ways; tracks efforts to reducing Total Maximum Daily Loads (TMDLs) of pollutants in compliance with Middle St. Johns River, Lake Harney, and Lake Monroe BMAP. Conducts inspections, follow-ups, and enforcement on construction sites and municipal facilities; tracks and reports lake levels, rain gauges, and pump runtimes. Calibrates and maintains water quality sampling equipment and supplies; conducts monthly water quality sampling at outfalls and other surface waters on an as needed basis. Evaluates existing ordinances for fertilizer application and stormwater discharges, recommend changes, and draft copies for submittal. Coordinates and conducts training for employees and commercial fertilizer applicators to become certified with the State of Florida in Green Industries Best Management Practices for the Protection of Florida's Waters (GI-BMP). Tracks and compiles annual report on the progress of our SWMP for the State of Florida Department of Environmental Protection (FDEP); prepares and leads FDEP audits of the SWMP.

Additional Duties: Coordinates and conducts training for the public, contractors, developers, and engineers to become certified with the State of Florida as Stormwater, Erosion, and Sedimentation Control Inspectors on an annual basis. Tracks inspections on Stormwater structures to include inventory, mapping, and illicit discharge elimination enforcement. Performs related work as assigned.

MINIMUM QUALIFICATIONS: Requires a Bachelor's Degree in Environmental Science, Water Management or closely related field. Requires two years' experience in storm water management or closely related experience

LICENSES/CERTIFICATIONS: Requires a driver's license valid in the State of Florida. Must possess or have the ability to possess the following within six months of hire: FL Stormwater, Erosion, and Sediment Control certification. Must possess or be able to obtain the following within one
year of hire: Stormwater Management Level A Certification
