The purpose of this job/class within the organization is to administer and direct the City's Human Resources and Risk Management functions. This job/class shall formulate long-range goals for the organization, develop policy and position papers and advise the chief administrative officer and/or elected officials
Manage and oversee all personnel functions including hiring, terminations, wages, benefit plans, retirement, FLSA, FMLA and ADA compliance, and labor relations. Support IAFF Local 2913 contract maintenance and negotiations. Maintain City job descriptions, pay classifications, position recruitment functions, background checks, new-hire orientations, and pre-employment physicals. Administer, maintain, review, and update the City's Personnel Policies and Procedures Manual. Provide ongoing employee education of City policies. Work with City administration and department directors to ensure proper training of employees. Administer and provide direction and recommendations regarding City employee insurance benefits and managed care programs, and City package insurance programs including, but not limited to: Workers Compensation, Liability, Property, Inland Marine and Auto insurance. Administer employee FRS and 401A retirement plans and voluntary benefits. Ensure personnel policies and programs are in compliance with federal and state laws and regulations as well as City rules and ordinances. Conduct investigations and hearings related to disciplinary matters, harassment or discrimination claims, or related to grievances as required, requested or directed. Work with Department Directors on employee performance evaluations, employee counseling, and disciplinary issues.
Additional Duties:
Act as the City's ADA Officer related to City employment issues. Prepare and present information as required, to various groups to include the City Commission, the public, and City employees. Responsible for managing and staffing the Volunteers & Donation table when the City's Emergency Operations Center (EOC) is activated. Perform related work as assigned.
Requires a Bachelor's Degree in Human Resources, Business, Communications or closely related field. Requires six years' experience in human resources administration or closely related experience. Experience in local government human resources management preferred.
