DEFINITION: Under general supervision of the Community Development Manager the purpose of this job/class is to assist with management of financial expenditures and maintaining oversight of financial accounting and budgetary information for City funds and State and Federal grants. This job/class works independently, under limited supervision, reporting major activities through periodic meetings.

ESSENTIAL FUNCTIONS (Not all inclusive): Conducts accounting for Community Development grants; maintains accuracy and compliance with set aside requirements, regulatory compliance, and monitoring expenditures, as well as reconciliation with Finance Department. Assist with the development and management of the full cycle of grant applications including but not limited to the program application, management, and compliance. Monitors State, Federal, and City revenue sources, projects revenue receipts, and funding balances. Performs debt administration, financial management analysis, and evaluation. Monitors all grants and application files for compliance, including but not limited to Community Development Block Grant (CDBG), State Housing Initiative Partnership Program (SHIP), Neighborhood Stabilization Program (NSP), future special projects, and future Community Development funding. Must have experience and knowledge of federal, state, and local grant reporting requirements. Develops grant reports, and enters information in the Integrated Disbursement Information System (IDIS), and other reporting tools required by State and Federal funders. Assist with preparation of CDBG Annual Action Plan, Public Service application process, Consolidated Plan, Consolidated Annual Performance and Evaluation Report, SHIP Annual Report, and SHIP triannual Local Housing Assistance Plan. Monitors CDBG sub-recipients for contract compliance and draft reports; prepares contracts for CDBG public service sub-recipients and monitors public facilities and public works for compliance with federal regulations and documents in project files. Prepares contracts for CDBG public service sub-recipients.

MINIMUM QUALIFICATIONS: Requires an associate's Degree in Business, Accounting, Public Administration, or a closely related field. Requires five years of experience in government grant management, government purchasing, or closely related experience. A combination of education and experience may be allowed.

LICENSES/CERTIFICATIONS: Requires a driver's license valid in the State of Florida.
