DEFINITION: The purpose of this job/class within the organization is to conduct technical maintenance, repair and construction of City water and wastewater facilities. This job/class works under close to general supervision according to set procedures, but determines how or when to complete tasks.

ESSENTIAL FUNCTIONS (Not all inclusive): Assists technicians and trainees; provides training and plans and directs work assignments; administers policies affecting staff and relays information for effective job performance. Conducts construction, repair, and maintenance of water or wastewater and reuse pipelines including valves, fittings and taps. Conducts basic maintenance, lubrication and repair of equipment, facilities and tolls; responsible for operating various vehicles and equipment including backhoes, dump trucks, and front end loaders. Conducts the maintenance, repair and construction of plant and facilities; operates various hand and power tools and equipment to service or maintain city facilities or grounds. Maintains inventory of parts and orders as necessary, reads meters, and assist customer service with problems and change meters. Installs and repairs fire hydrants in the City service areas. Repairs and maintains water and wastewater pipelines including locating mains services and sewer laterals. Assists in resolving customer problems and complaints as well as installing and changing out meters; turns on and off service to customers for repairs and non-payments. Conducts basic maintenance lubrication and repair of equipment, facilities, and tools; responsible for operating a variety of vehicles and equipment such as backhoes, dump trucks, and power and hand tools. Conducts smoke and dye testing as well as cleaning, data recording, and repair of gravity sewer mains, manholes and customer laterals. Conducts construction and repair of roads, sidewalks, driveways, and general landscaping. Responds to emergency sanitary sewer calls; resolves issues using specialized sewer equipment. Exercises mainline water valves with an automatic valve exercising machine; flushes hydrants and blow offs; enters flushing data; collects remote tap samples for analysis.

MINIMUM QUALIFICATIONS: Requires High School Diploma or GED equivalent. Requires four (4) years' experience in utility maintenance or closely related experience.

LICENSES/CERTIFICATIONS: Requires a Class A commercial driver's license, with air brakes and tanker endorsement and DOT medical card or must be obtained within six (6) months of hire. Must possess and maintain the following: Florida Department of Environmental Protection (FDEP) Distribution Level III License required and must obtain a Distribution Level 2 License within 12 months, Wastewater Collection C certification, and Backflow Tester & Repair Certification. Must obtain department specific forklift certification within 12 months of appointment to the position. Position is subject to being "on call" and working after normal City work hours as well as on weekends and holidays.
