DEFINITION: The purpose of this job/class within the organization is to develop, administer, and promote initiatives and programs in the field of Human Resources administration.This job/class works independently, under limited supervision, reporting major activities through periodic meetings.

ESSENTIAL FUNCTIONS (Not all-inclusive): Conducts new hire orientations, annual open enrollment, processes employee benefits and garnishments changes, deferred compensation (457) loan applications, changes and transfers, and direct deposit and W-4 changes. Handles complex administrative and record keeping tasks requiring a high level of accuracy. Works directly with the Finance department to align the HR/Financial database system with the approved budget year, employee positions, and class plan changes. Utilizes the HRIS processing system to obtain, store, report, and analyze employee data pertaining to issues including benefits, turnover, compensation, and promotions; conducts audits to ensure the accuracy of HR records. Maintains knowledge and understanding of existing and proposed federal and state laws/regulations affecting human resources management; interprets appropriate laws and policies and advises management accordingly. Researches and responds to questions from employees and managers regarding HR programs, policies and procedures; interprets policies and procedures for employees and management. Conducts various surveys; analyzes the results to advise the Director and senior management of the findings, possibilities for implementation, and overall impact on organizational effectiveness.

MINIMUM QUALIFICATIONS: Requires a Bachelor's Degree in Human Resources or closely related field. Requires five years' experience in human resources, preferably in a government (municipal) setting. 3 years of Munis (HR module) experience preferred.

LICENSES/CERTIFICATIONS: Requires a driver's license valid in the State of Florida.
